TimeType, which maps a time to a .Net DateTime, loses milliseconds with some dialects, such as Oracle.
This happens when the underlying datarow supplied by the data driver holds a .Net DateTime instead of a .Net TimeSpan. There is a sort of conversion occurring in TimeType in this case, which forgets fractional seconds.
It is to be noted that currently Oracle dialect maps time to Oracle timestamp, which is a date and time type, while Oracle has a time type: INTERVAL DAY (day_precision) TO SECOND (fractional_seconds_precision).
