Enhanced SQL CE 4.0 dialect

Hello,
I've attached an enhanced SQL CE 4.0 dialect file/patch which supports select top statements (ported from sql server dialects), adds lots of missing native SQL functions and keywords.

In SQL CE: TOP and OFFSET clause cannot be used together in the same query, so another patch has been attached.
