Add support for BatchTerminator on Dialect

Description

Currently Dialect doesn't expose any abstraction around the different batch terminators in various flavors of sql. It should do so.

Please use full-feature migration frameworks instead.

Its needed for generating migration scripts. Some operations need to be executed in their own batch. During execution time this is not an issue because each statement is its own batch. However when scripting out the migration batch terminators need to be added in between statements for some operations.
