add useSlidingExpiration property to choose between absolute or sliding expiration

Description

At the moment syscache configuration has only an expiration property that is used as absolute expiration, I suggest to add a boolean useSlidingExpiration property (with default value to false to don't make a breaking change) so the SysCache.Put code will change to:
